HB 2194 Summary

• Establishes building-level accreditation classification for districts that are unaccredited, allowing individual schools within unaccredited districts to be accredited separately.

• Creates school improvement teams at the district level and school improvement action committees at individual schools in provisionally accredited and unaccredited districts to analyze resources, improve leadership and instruction, and establish parent/family resource centers.

• Authorizes a grant program for unaccredited and provisionally accredited districts that extend instructional time through longer school years, longer school days, or early childhood education programs, with grants renewable for up to three additional two-year terms.

• Allows students ages three and four who are eligible for free and reduced lunch to attend early childhood education programs in unaccredited and provisionally accredited districts, with their attendance counting toward the district's average daily attendance up to 4% of total K-12 enrollment.

• Limits the student transfer program from unaccredited to accredited districts to students who participated in school year 2013-14, allowing them to finish their educational program but preventing new student transfers once the program closes.
