Repeals and reenacts section 219.041 of Missouri law governing the incentive subsidy program for community-based juvenile treatment services.

Changes language in subsection 3 to clarify that the director (rather than the juvenile court judge) shall appoint an advisory committee representative of the county's population to participate in fund expenditure planning.

Changes language in subsection 5 to clarify that the director (rather than using singular pronouns) shall make written recommendations for needed changes or improvements to funded programs and facilities.

Adds new subsection 9 requiring the Division of Youth Services to collaborate with and provide technical assistance to municipal courts in utilizing community early intervention programs for youth status offenders and law violators, including mental health counseling, drug counseling, community service options, educational resources, and other intervention services.

Allows any municipal court to request assistance from the division in identifying available community programs and resources, with the division authorized to promulgate rules to implement these provisions.
