Establishes the Missouri Energy Efficiency Performance Standard requiring electrical corporations to achieve incremental energy savings starting at 0.3% in 2015, increasing to 1.9% annually by 2023, and 1% peak demand reduction annually.

Requires gas corporations to achieve natural gas savings of 0.2% of baseline beginning January 1, 2015, increasing to 0.5% in 2016, 1% in 2018, and 1.5% in 2021 and thereafter.

Directs the Missouri Public Service Commission to promulgate rules within nine months to implement the standards, including procedures for energy efficiency plans, measurement and verification, and establishment of a statewide stakeholder collaborative.

Requires utilities to file biennial energy efficiency plans detailing proposed programs for each customer class, funding levels (with minimum 5% for evaluation and verification), and cost recovery methods, subject to commission approval within 120 days.

Imposes civil penalties of $100 per megawatt-hour of unachieved electricity savings or $10 per million BTU of unachieved natural gas savings, with penalties paid to the Department of Natural Resources for energy efficiency programs.
