Requires all charter counties to allocate one percent of the cost estimate from county building contracts (design, construction, reconstruction, renovation, or remodeling) to a public art fund established within the county treasury

Cost estimate includes engineering and architectural fees but excludes land acquisition, site demolition, and site preparation

One percent allocation does not apply to any construction portion funded by private donations

Mandates each charter county establish a public art commission with five members appointed by the county executive who are county residents and competent to judge artistic value

Public art commission members serve initial terms of two or three years (two members for two years, three members for three years), then three-year terms thereafter, and are responsible for establishing procedures for art proposals, project review and selection, and fund administration
