Repeals and replaces section 188.027, RSMo, to establish new consent requirements for abortions in Missouri.

Requires a 24-hour waiting period before abortion, during which a woman must receive specified information orally, in writing, and in person from a physician or qualified professional.

Mandates the physician or qualified professional present printed materials describing fetal development at two-week intervals, abortion methods and risks, alternatives to abortion, and information about paternal support obligations.

Requires the woman be offered the opportunity to view an active ultrasound and hear the fetal heartbeat at least 24 hours before the abortion, with a list of providers offering free ultrasound services.

Adds new requirement that the father of the unborn child must provide written, notarized consent to the abortion, except in cases of rape or incest; if the father is deceased, the woman must sign a notarized affidavit.
