Exempts excepted benefit plans from all state health insurance mandates applicable to standard health benefit plans, including mandates for specific provider types, treatments, services, medical equipment, drugs, and disease screening or treatment.

Requires excepted benefit plans issued on or after January 1, 2015 to display a consumer notice in at least 12-point font on policy documents, certificates, applications, enrollment forms, and advertising materials stating the plan is not minimum essential coverage and is not a substitute for major medical insurance.

Mandates that plan identification cards issued to enrollees of excepted benefit plans must clearly state on the front "THIS IS NOT MINIMUM ESSENTIAL COVERAGE."

Applies to all insurers providing coverage to Missouri residents with policies issued or renewed on or after January 1, 2015.
