Establishes a state "Community Education Council" (CEC) with 21 members to advise the commissioner of education and department of elementary and secondary education on community school issues.

CEC membership includes 16 members selected from four geographic quadrants (4 from each quadrant) and 5 members selected at large, with representation from accredited, unaccredited, and provisionally accredited districts.

Requires establishment of a "Community Action Council" (CAC) in each school district in St. Louis City and St. Louis County prior to the 2015-16 school year, consisting of volunteer members from parents, elected officials, faith-based institutions, health care organizations, business leaders, educators, students, and community residents.

Each CAC must develop a strategic plan for educational success, report findings annually to the department beginning January 2016, and work to improve schools through community engagement and stakeholder strategies.

Authorizes the department of elementary and secondary education to promulgate rules and regulations for administering both councils.
