Repeals the "Manufacturer Responsibility and Consumer Convenience Equipment Collection and Recovery Act" (sections 260.1050-260.1101) and replaces it with the "Electronic Products Recycling and Reuse Act" (sections 260.1200-260.1234)

Establishes recovery goals for original equipment manufacturers (OEMs) of covered electronic devices (CEDs), escalating from 40% of units sold in 2015 (for 2016 program year) to 75% by 2019 and thereafter, with penalties up to $15,000 for failing to meet goals

Requires OEMs, processors, and collectors to register with the Missouri Department of Natural Resources and pay annual registration fees ($10,000 for OEMs, $500 for processors); registration fees fund department administration (39%) and grants to solid waste management districts (61%)

Imposes landfill disposal bans on covered electronic devices beginning January 1, 2016, with temporary waiver provisions for underserved solid waste management districts lacking adequate collection capacity and funding

Establishes minimum operational and environmental compliance standards for processors, including liability insurance, worker safety training, hazardous material management, data destruction procedures, and prohibitions on prison labor and unauthorized exports
