Establishes the "Shield Our Streets Act" as a grant program administered by the Department of Public Safety to support law enforcement hiring and public safety enhancements in communities with elevated violent crime rates and recent budget reductions.

Authorizes grants to eligible local law enforcement agencies to hire new career officers or rehire officers laid off due to budget cuts, with grants awarded for three-year periods renewable for an additional two years.

Authorizes grants to eligible organizations (law enforcement agencies or nonprofits) for public safety improvements including equipment purchases, street lighting, crime lab funding, infrastructure improvements, and crime reduction programs.

Creates the "Shield Our Streets Fund" as a dedicated state treasury account with $10 million authorized annually for fiscal years 2016-2021 for each grant program (total $20 million per year).

Requires recipient organizations to receive technical assistance from the Department of Public Safety and exempts them from providing matching funds or cost-sharing for grant-funded activities.
