Prohibits local exchange carriers and VoIP providers from placing third-party charges on customer bills unless the customer provides express written consent after receiving clear disclosure of all material terms and conditions.

Requires third-party charges to be from contracted vendors or for products jointly marketed with the carrier's own service, and carriers must implement reasonable procedures to verify the customer requested the charge.

Imposes civil penalties up to $10,000 per violation and makes carriers liable to customers for all charges paid related to violations.

Directs the Public Service Commission to promulgate rules in consultation with the Federal Communications Commission and Federal Trade Commission, including requirements for obtaining affirmative consent, consumer awareness protections, and record-keeping.

Applies only to the extent not preempted by federal law.
