Requires every school district to adopt an antibullying policy by September 1, 2007.

Expands the definition of "bullying" to include conduct that substantially interferes with educational performance or disrupts school operations, and specifically defines "cyberbullying" as bullying through electronic devices or communications.

Mandates that district antibullying policies treat all students equally without specific lists of protected classes, but may include age-appropriate differences by grade level.

Requires antibullying policies to include minimum components: a prohibition statement, employee reporting requirements, reporting procedures, investigation procedures, response options, anti-retaliation protections, publicity statements, and staff/student training and education processes.

Directs school counselors to provide bullying victims with techniques to overcome negative effects, including building self-esteem, teaching assertive self-defense, developing social skills, and fostering internal locus of control.
