Adds section 393.1130 to Missouri law establishing "The Nuclear Energy Standard" requiring utilities to produce electricity from small modular nuclear reactors.

Requires all utilities in Missouri to generate at least 2 percent of their total electricity retail sales from small modular nuclear reactors, with the Public Service Commission having discretion on implementation timeline (minimum 3 years).

Defines small modular nuclear reactors as fission-based reactors approved under federal and state law that produce less than 300 megawatts of electrical energy.

Effective date is conditional: the law only takes effect once a production facility for small modular nuclear reactors has been built and is operational in Missouri and has produced at least three reactors legally available for sale or use.

Submitted to voters as a referendum measure for approval or rejection on the first Tuesday following the first Monday in November 2014.
