Amends Missouri's public utilities law (Chapter 393) to create "The Nuclear Energy Standard" requiring all utilities to generate 2 percent of their electricity from small modular nuclear reactors (SMRs).

Defines small modular nuclear reactors as fission-based reactors approved under federal and state law that produce less than 300 megawatts of electricity.

Grants the Public Service Commission discretion to set compliance timelines, but requires full compliance no sooner than three years after the effective date conditions are met.

Makes the standard effective only after a small modular nuclear reactor production facility has been built and operated in Missouri, producing at least three operational reactors available for sale or use.

Authorizes the Public Service Commission to promulgate rules necessary to administer and enforce the nuclear energy standard under Missouri's Administrative Procedure Act.
