Establishes a hemp extract registration card system administered by the Department of Health and Senior Services for individuals 18+ and parents of minors with intractable epilepsy diagnosed by a neurologist.

Defines hemp extract as cannabis extract containing no more than 0.3% tetrahydrocannabinol (THC) by weight, at least 5% cannabidiol (CBD) by weight, and no other psychoactive substances.

Allows registered individuals to possess up to 20 ounces of hemp extract for treating intractable epilepsy without criminal penalties, with options to request waivers for larger amounts with physician authorization.

Authorizes the Department of Agriculture to issue up to two cultivation and production facility licenses to nonprofit entities to grow cannabis plants and produce hemp extract for distribution through cannabidiol oil care centers.

Declares the act an emergency measure effective upon passage to provide immediate access to hemp extract treatment for individuals with epilepsy.
