Prohibits hospitals, health care facilities, health care professionals, and group health providers from organizing, owning, operating, administering, or having a financial interest in health maintenance organizations, managed care organizations, accountable care organizations, health carriers, health benefit plans, or other health insurance entities.

Exempts self-insurance arrangements from the prohibition.

Exempts employment as a medical director or medical consultant for health insurance entities from the prohibition.
