Repeals and replaces section 210.1014 RSMo to modify the Amber Alert System Oversight Committee structure and responsibilities

Requires the Amber Alert System Oversight Committee to meet at least annually to discuss potential improvements to the system

Allows committee members representing specified entities (sheriffs, police chiefs, broadcasters) to alternatively be representatives of the outdoor advertising industry or the general public, with a maximum of one member from each alternative category

Expands the Amber Alert System to provide urgent public alerts related to homeland security, criminal acts, health emergencies, and other imminent dangers to public health and welfare

Enacts "Hailey's Law" (section 210.1016) requiring integration of the Missouri Uniform Law Enforcement System (MULES) into the Amber Alert System to expedite reporting of child abductions
