Repeals and replaces section 144.030, RSMo, modifying sales and use tax exemptions in Missouri.

Removes the blanket exemption for feed additives, medications, vaccines, and pesticides used in livestock and poultry production by striking language that previously exempted these items.

Renumbers subsequent tax exemptions (formerly (35) through (42) become (34) through (40)) to account for the deletion of the feed additives and pesticides exemption.

Establishes that any agreement or contract between a person and Missouri's executive branch stating the person is not required to collect sales tax despite operating a warehouse, distribution center, or fulfillment center in the state is null and void unless approved by majority vote of both houses of the general assembly.
