Disqualifies candidates for public office who are delinquent on filing fees owed to the Missouri Ethics Commission under chapter 105.

Requires candidates to file an affidavit with the Department of Revenue and include a copy with their declaration of candidacy, affirming they have no delinquent state income taxes, personal property taxes, real property taxes on their residence, or Ethics Commission filing fees.

Authorizes the Department of Revenue to investigate complaints of candidate delinquencies and provides candidates 15 days to pay outstanding taxes or fees; failure to pay results in disqualification from the current election and prohibition from refiling for one entire election cycle.

Imposes automatic disqualification and one full election cycle ban from any political subdivision if outstanding taxes or fees result from an unsatisfied judgment, treating false affirmations as per se perjury.

Applies disqualification requirements to candidates for school board directors under seven-director districts, requiring compliance with section 115.342.
