Applicants for notary public appointment must submit a $15 commission fee, complete notary training, read the Missouri notary public handbook, and undergo fingerprinting with criminal background checks.

Notaries must maintain a permanently bound journal recording the date, type of notarization, document type, signer name and address, identification used, notary fee, and signer signature at the time of notarization.

For deeds, quitclaim deeds, deeds of trust, other real property documents, and power of attorney documents, notaries must require the signer's right thumbprint in the journal and place their own right thumbprint on the original document.

Notaries must use an engraved embosser seal or black inked rubber stamp seal containing their name, "Notary Seal," "Notary Public," "State of Missouri," and commission number in at least eight-point type.

Beginning January 1, 2015, all manufacturers of notary seals must register with the secretary of state.
