Repeals and reenacts section 130.026, RSMo, to clarify definitions and procedures for election authorities in Missouri.

Defines "election authority" as the county clerk or, in cities/counties with a board of election commissioners, that board; for multi-jurisdiction political subdivisions, the authority is determined by candidate residence or the location of the most populous portion of the district.

Designates the Missouri Ethics Commission as the appropriate officer for state-level candidates (governor, lieutenant governor, secretary of state, state treasurer, state auditor, attorney general, and supreme/appellate court judges) and statewide ballot measures.

Requires both the Missouri Ethics Commission and local election authority to oversee candidates for state senator, state representative, county clerk, circuit court judges, and candidates in municipalities/counties with over 100,000 inhabitants.

Adds exception allowing the Missouri Ethics Commission to serve as appropriate officer for all other offices in any chartered county with more than 600,000 but fewer than 700,000 inhabitants.
