All House bills and joint resolutions filed in the first regular session carry over to the second regular session unless they were passed, defeated in committee, or defeated on the House floor.

Carried-over bills and resolutions retain the last form they held on the final day of the first regular session.

Carried-over bills receive first reading on the first legislative day of the second session, second reading on the second legislative day, and are referred to the same or similar committee as in the first session.

Committees are not required to hold a new public hearing on carried-over bills if a hearing was already held in the first session, but must consider and pass the bill before it advances from committee.

The House of Representatives may adopt rules for implementing this carryover process.
