Prohibits the state board of education from lowering a district's accreditation status below its January 1, 2014 level using terms "unaccredited" or "provisionally accredited" until July 1, 2017.

Requires school boards in provisionally accredited or unaccredited districts to contract with the state board of education to implement intensive professional development and school improvement interventions, with the state board unable to accredit below provisionally accredited during the contract term.

Establishes review teams from the department of elementary and secondary education to assess underperforming districts and schools, identify priority improvement areas, and help secure additional supports and resources.

Changes school board member training requirements: new members must complete 16 hours of orientation within one year; incumbent members must complete 6 hours of continuing education annually; members in struggling districts must complete 12 hours annually including at least 6 hours on improving student outcomes.

Allows students who transferred to other districts in 2013-14 due to accreditation status to continue attending their receiving district through graduation, with tuition paid by their home district, unless the home district regains full accreditation.
