Creates the "Motorcycle Safety Trust Fund" within the state treasury for use by the Department of Public Safety to fund motorcycle safety education programs established under sections 302.133 to 302.138.

Requires a $1 surcharge to be assessed as costs in all criminal cases, county ordinance violations, and state or municipal criminal or traffic law violations, including infractions.

Prohibits the $1 surcharge from being waived except when proceedings are dismissed by the court or when costs are to be paid by the state, county, or municipality.

Directs court clerks to collect and distribute surcharges to the state treasury for credit to the Motorcycle Safety Trust Fund.

Protects unexpended balances in the fund at the end of each biennium from being transferred to the general revenue fund, allowing funds to carry forward for motorcycle safety education purposes.
