Abolishes the Department of Health and Senior Services effective July 1, 2015, and redistributes its powers and duties to three departments: Department of Social Services, Department of Mental Health and Health, and newly-created Department of MO HealthNet.

Establishes the Department of MO HealthNet to consolidate all MO HealthNet program and Medicaid functions previously scattered across multiple state departments.

Expands the State Mental Health and Health Commission from 7 to 11 members with revised composition requirements, including specialists in mental health, developmental disabilities, general health care, and substance abuse.

Creates the Division of Health within the Department of Mental Health and Health to assume public health, regulation and licensure, and community health functions from the former Department of Health and Senior Services.

Requires enactment of enabling legislation before the act becomes enforceable; upon passage of such legislation, the reorganization takes effect July 1 following that enactment.
