Repeals and replaces section 37.020 regarding bidding for public contracts to establish definitions for socially and economically disadvantaged small business concerns, minority business enterprises, and women's business enterprises.

Allows Missouri-based 501(c)(3) organizations and limited liability corporations comprised solely of such organizations to receive additional points in state purchasing bids if they meet specified staffing diversity criteria.

Organizations can qualify for minority business enterprise points if at least 25% of staff are minorities (or exceed the average minority population of their geographic service area) and at least 20% of management or top-paid employees are minorities.

Organizations can qualify for women's business enterprise points if at least 55% of total staff are women and at least 45% of management or top-paid employees are women.

Maximum of five points may be awarded per bid for minority business or women's business enterprise status, with a combined maximum of ten points.
