Creates a new sales tax exemption for prescription drugs, biological products, and FDA-approved devices used to treat terminal illnesses under Missouri state and local sales tax laws.

Exemption applies to drugs and devices that have completed phase one clinical trials and remain under investigation, even if not yet approved for general use by the FDA.

Includes components, repair parts, and disposable or single-patient use supplies required for operation of the exempt devices.

Exemption applies to state sales tax (sections 144.010 to 144.525, 144.600 to 144.761, 238.235) and local sales tax as defined in section 32.085.
