Repeals and replaces sections 307.190 and 307.191 relating to bicycle operation on Missouri state roadways.

Prohibits bicycles from operating on state-maintained roadways when a state-owned bicycle path or trail runs generally parallel to and within two miles of the roadway.

Allows bicycle operation on state roadway shoulders if the bicycle has a motorized escort, is being used to commute to home/residence/business/school/public facility, or the operator faces economic hardship.

Requires bicyclists operating on roadways or shoulders to travel in the same direction as vehicle traffic and ride as near to the right side as safely possible when traveling slower than traffic flow.

Permits bicyclists to ride abreast, make left turns, avoid hazards, or use the full lane when the lane is too narrow to share safely.
