Repeals and reenacts section 162.481, RSMo, regarding school board elections in urban school districts.

Modifies subsection 4 to specify that school districts in cities with 100,000+ inhabitants located within a first-class county that adjoins "no more than one" other first-class county shall hold annual elections with three-year director terms.

Maintains existing provisions for biennial elections in other urban districts held on municipal election days in even-numbered years, with six-year director terms.

Preserves special election schedules for urban districts that became such due to the 2000 federal census (annual elections, three-year terms) and those created by the 2010 census in charter counties with 300,000-450,000 inhabitants (annual elections, three-year terms).

Continues prior transition rules for directors when seven-director districts convert to urban district status.
