Repeals and reenacts section 278.080, RSMo, regarding the State Soil and Water Districts Commission's establishment and composition.

Adds a requirement that the six farmer members appointed to the commission must be serving or have served on a local board of soil and water district supervisors at the time of appointment.

Maintains existing requirements that farmer members hold legal title to a farm and earn at least the principal part of their livelihood from farming.

Preserves the commission's structure of four ex officio members (directors of natural resources, agriculture, and conservation departments plus University of Missouri agriculture dean) and six appointed farmer members.

Retains the commission's authorities including receiving and allocating appropriated funds, formulating conservation policies and programs, and administering state-funded soil and water conservation cost-share programs.
