Repeals and replaces section 21.260, RSMo regarding unexpended appropriations from state departments, agencies, and offices.

Requires appropriations for ordinary operation and maintenance expenditures that remain unexpended at the end of a fiscal year to be distributed as follows: 25% retained by the department in a dedicated fund for the next fiscal year, 25% deposited to the budget reserve fund, and 50% returned to general revenue.

Prohibits money retained in departmental dedicated funds and the budget reserve fund from reverting to the general revenue fund.

Requires detailed accounting of dedicated funds to be available to general assembly members upon request.

Exempts distributions that are prohibited under federal or state law or regulation.
