Establishes a tiered benefit duration system based on Missouri's unemployment rate, ranging from 13 weeks (when unemployment is below 6%) to 20 weeks (when unemployment is 9% or higher).

Defines "Missouri average unemployment rate" as the average statewide unemployment rate during the three months of the most recent third calendar quarter.

Allows claimants receiving termination or severance pay to choose whether such payments are included in the calendar quarter paid or prorated equally among all quarters in the benefit period.

Requires the division to verify claimant identity through Social Security number and date of birth matching, and cross-check applicants weekly with Social Security Administration data and monthly with state driver's license databases.

Permits the division to cancel outstanding benefit warrants after one year and allows electronic funds transfer of benefits to claimants' financial institution accounts upon completion of a direct deposit authorization form.
