Requires counties containing unaccredited or provisionally accredited school districts to allocate 10% of annual community children's services fund revenues to direct grants for those school districts.

School board president must notify the community children's services board within 5 business days of receiving an unaccredited or provisionally accredited designation from the state board of education.

Board must conduct a needs assessment within 90 days of notification to determine comprehensive mental health wraparound services needed in affected school districts.

Establishes a direct school service coordinating committee composed of 3 board members, 2 school board-appointed members (including 1 parent and 1 school staff member) to provide recommendations and oversight of contracted services.

Services funded under this program must be delivered directly to schools and comply with existing restrictions prohibiting expenditure on inpatient medical services or transportation.
