Welcomes resumption of Trade and Investment Framework Agreement (TIFA) talks between the United States and Taiwan, and supports Taiwan's efforts to join the Trans-Pacific Partnership (TPP)

Encourages the United States to sell Taiwan weapons and defense services necessary to maintain sufficient self-defense capability

Endorses Taiwan's meaningful participation as an observer in the International Civil Aviation Organization (ICAO) and supports Taiwan's efforts to gain official observer status at the United Nations Framework Convention on Climate Change (UNFCCC)

Notes that Taiwan was Missouri's 10th largest import partner and 23rd largest export partner in 2012, and references Governor Jay Nixon's 2013 delegation visit to Taiwan with a goal of $500 million in exports over four years

Directs the Missouri House Chief Clerk to send inscribed copies to the U.S. Secretary of State, Secretary of Transportation, EPA Administrator, Missouri's Congressional delegation, and Taiwan's Director General in Kansas City
