Urges the United States Congress and the President to reauthorize the Terrorism Risk Insurance Program (TRIPRA), which provides federal reinsurance for terrorism-related insurance losses.

Federal government provides reinsurance coverage after industry-wide terrorism losses exceed $100 million annually and individual insurers reach a 20% threshold of their prior year earned premiums for property-casualty lines.

Under TRIPRA, insurers pay 15% of residual losses above their threshold while the federal government covers 85%, with an annual aggregate cap of $100 billion in insured losses.

The program requires the federal government to recoup 100% of benefits through policyholder surcharges when aggregate insured losses are below $27.5 billion, enabling recoupment of additional expenditures beyond that amount.

Designates the Chief Clerk of the Missouri House of Representatives to send inscribed copies of the resolution to the President, Congress leadership, and all Missouri Congressional delegation members.
