Ratifies the Equal Rights Amendment to the United States Constitution, which prohibits denial or abridgement of equality of rights under law on account of sex.

Notes that the Equal Rights Amendment was passed by Congress and sent to states for ratification on March 22, 1972, with 35 states ratifying before Congress's June 30, 1982 deadline.

Asserts that Congress may lack constitutional authority to impose a deadline on the ratification process under Article V of the United States Constitution.

Directs the Missouri House Chief Clerk to send a copy of the resolution to the U.S. Archivist, Vice President, House Speaker, and Missouri's Congressional Delegation for printing in the Congressional Record.
