Calls on President Barack Obama to approve the TransCanada Keystone XL pipeline to reduce U.S. oil dependency on unstable governments and create jobs for American workers.

Urges support for increased oil importation from Canadian oil sands and the newly routed Keystone XL pipeline to strengthen ties with Canada as an important ally.

Requests President Obama to support and facilitate permitting for oil production off the northern coast of Alaska, estimated to contain up to 27 billion barrels of oil, to decrease foreign oil dependence.

Directs the Missouri House Chief Clerk to send inscribed copies of the resolution to President Obama, Vice President Joe Biden, Secretary of State John Kerry, House Speaker John Boehner, and Missouri's Congressional delegation.
