Missouri applies to Congress under Article V of the U.S. Constitution to call a convention of states limited to proposing amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and limit terms of office for federal officials and members of Congress

This application serves as a continuing application until legislatures of at least two-thirds of the several states make applications on the same subject

The Missouri House Chief Clerk shall send properly inscribed copies of the resolution to the President and Secretary of the U.S. Senate, Speaker and Clerk of the U.S. House, Missouri's Congressional delegation, and presiding officers of legislative houses in all states

The resolution identifies federal spending, unfunded mandates, and improper constitutional interpretation as justifications for state action to protect liberty
