Reauthorizes the Joint Interim Committee on State Employee Wages to operate through December 31, 2016, to develop strategies for increasing Missouri state employee wages to become competitive with peer states.

Committee shall devise a mission statement, request a consultant conduct comprehensive salary and total compensation surveys, and direct the State Office of Administration to produce a long-term strategic plan for wage increases to be presented to the Governor and budget committees by January 31, 2017.

Committee composition includes two majority and one minority House member, two majority and one minority Senate member, one Governor's Office representative, one State Personnel Advisory Board representative, and two public members appointed by legislative leaders.

Missouri state employees rank 50th out of 50 states in wages, with salary increases not keeping pace with inflation, and deferred compensation state matching funds of up to $35 unfunded for several years.

Legislative staff from House and Senate Appropriations, Research, and Joint Committee on Legislative Research shall provide support, with expenses paid from the Senate's Joint Contingent Expenses appropriation.
