A tornado and violent storm struck Hannibal, Missouri on May 20, 2013, causing extensive damage including fallen trees, downed power lines, and gas leaks that left approximately 90% of customers without power.

The Hannibal Board of Public Works incurred over $900,000 in uninsured costs for labor, materials, contracted tree trimming, and outside assistance from neighboring cities; the city of Hannibal additionally spent $238,000 on tree removal.

President Barack Obama declared a federal disaster for May 29 to June 20, 2013, but the May 20, 2013 storm event fell outside this declared time period and was not eligible for federal aid.

The resolution urges the Federal Emergency Management Agency (FEMA) to include the May 20, 2013 storm event within the federal disaster time period so that Hannibal can receive reimbursement for expenses.

The Missouri House Chief Clerk is directed to send an inscribed copy of the resolution to the FEMA Administrator and the Governor.
