Affirms commitment to equal rights of people with cognitive disabilities to access technology and information with deliberate speed

Recognizes that 28 million U.S. citizens have cognitive disabilities including intellectual disability, mental illness, brain injury, stroke, and neurodegenerative disorders

States people with cognitive disabilities are entitled to inclusion under federal laws including the Americans with Disabilities Act, Developmental Disabilities Assistance and Bill of Rights Act, Individuals with Disabilities Education Act, and Section 504 of the Rehabilitation Act

Calls for commercially available devices and software incorporating universal design principles, standards-based guidance on accessibility, and enhanced public and private funding to enable technology access

Directs the Chief Clerk of the Missouri House of Representatives to send a copy of this resolution to each member of the Missouri Congressional delegation
