Submits to Missouri voters a constitutional amendment to section 26(b) of article VI, to be voted on at the general election in November 2014 or at a special election called by the governor.

Increases the debt limit for school districts from 15 percent to up to 25 percent of the value of taxable tangible property in the district.

Requires approval by a majority of qualified electors voting thereon for school districts to exceed the 15 percent debt limit, plus a separate question approved by four-sevenths majority at municipal/primary/general elections or two-thirds majority at all other elections.

Maintains the existing 5 percent debt limit for counties, cities, incorporated towns, villages, and other political subdivisions.

Retains existing voting requirements of four-sevenths majority at general municipal election day, primary or general elections, and two-thirds majority at all other elections.
