Submits to Missouri voters a constitutional amendment to Article III, Section 38(e) for approval at the November 2014 general election or a special election called by the governor.

Defines "economic damages" as compensatory damages for pecuniary loss, excluding pain and suffering, mental anguish, loss of consortium, disfigurement, and physical impairment.

Authorizes the General Assembly to set limits on noneconomic damages (excluding punitive damages) for medical malpractice claims effective January 1, 2015.

Authorizes the General Assembly to set limits on noneconomic damages in all other civil claims not covered by medical malpractice provisions effective January 1, 2015.

Allows the General Assembly to modify by law any liability limits it establishes, provided such laws reference the applicable subsection in their preamble or body.
