Submits constitutional amendment to Missouri voters at the general election on Tuesday following the first Monday in November 2014, or at a special election called by the governor.

Increases term limits for legislators elected after November 1, 2014, from 8 years to 12 years in any one house and from 16 years to 24 years total in both houses combined.

Maintains existing term limits of 8 years in any one house and 16 years total in both houses for legislators elected on or before November 1, 2014.

Excludes partial service of less than one year (House members) or two years (Senate members) when a person is elected to complete another person's term from counting toward term limits.

Repeals and replaces section 8 of article III of the Missouri Constitution relating to legislative term limits.
