Creates a permanent joint committee on administrative rules composed of members selected from both chambers of the Missouri General Assembly, with staff and meeting authority as provided by law.

Grants the committee power to review all state agency rules (except those from the conservation commission) and recommend disapproval of rules by majority vote if they lack statutory authority, conflict with state law, are arbitrary and capricious, or endanger public health and safety.

Allows the General Assembly to disapprove recommended rules by three-fifths majority through concurrent resolution within 30 legislative days of the same regular session, with rules held in abeyance pending legislative action.

Permits persons aggrieved by disapproved rules to seek court review, with de novo review available for challenges based on lack of authority or conflict with law, and judicial review with rational basis standard for public health and safety challenges.

Submits the amendment to Missouri voters at the November 2014 general election or special election called by the governor.
