Submits to Missouri voters a constitutional amendment to add Section 33 to Article III, establishing an amendatory veto power for the governor on non-appropriations bills.

Allows the governor to return bills to the originating house with proposed amendments that remove entire sections, chapters, or larger divisions, but prohibits adding new language not in the original bill.

Permits only title and style changes to reflect removals, and allows the governor to submit multiple amendatory veto proposals with the last submitted having priority for legislative consideration.

Requires the legislature to accept or reject the governor's proposed amended bill by majority vote in each house within the same timeframe as a standard veto override, with no further legislative amendments allowed.

Provides that bills not designated as subject to amendatory veto or lacking a proposed amended version shall proceed under the normal veto override process, with ballot language describing the amendment's purpose.
