Submits to voters a proposed amendment to Article I of the Missouri Constitution to add Section 36 establishing the right of citizens to hunt, fish, and harvest wildlife.

Prohibits laws, rules, and regulations from unreasonably restricting hunting, fishing, harvesting wildlife, or the use of traditional devices and methods.

Vests control, management, restoration, conservation, and regulation of all wildlife resources in the conservation commission as provided in Article IV, Section 40 of the Missouri Constitution.

Establishes that laws and regulations under this section must have the purpose of wildlife conservation and management and preserving the future of hunting and fishing, with public hunting and fishing designated as a preferred means of wildlife management.

Does not modify existing common law or statutes relating to trespass or property rights.
