Submits to Missouri voters a constitutional amendment to repeal and replace Section 23 of Article I regarding the right to bear arms, with voting to occur at the next general election on Tuesday following the first Monday in November 2014 or at a special election called by the governor.

Expands the right to bear arms to explicitly include defense of "family" in addition to home, person, and property, and removes the existing prohibition on concealed weapons.

Grants citizens the right to possess, purchase, reload, manufacture ammunition and mechanical parts essential to firearm functioning without infringement or limits on amounts.

Prohibits state taxes or charges on ammunition and firearm parts purchases beyond standard retail sales tax, and prohibits any federal tax or charge on these items.

Obligates Missouri state government to uphold and protect these firearm-related rights under all circumstances.
