Submits to Missouri voters a proposed amendment to Article I of the Missouri Constitution to be voted on at the general election on Tuesday following the first Monday in November 2014, or at a special election called by the governor.

Declares that citizens have an inherent liberty to make autonomous decisions regarding lawful health care services or products and to agree on payment methods with contracting parties.

Prohibits government officials or agencies from compelling participation in any health care system, mandating purchase of specific health care services or products, or imposing penalties, taxes, fees, or levies for non-participation.

Allows the state courts to enforce contracts and permits the general assembly to prohibit dangerous health care services, regulate health insurance, and collect uniformly imposed taxes for public health care programs that comply with other constitutional provisions.

Sets the official ballot language to ask voters whether the Missouri Constitution should be amended to affirm a fundamental right to make choices about obtaining lawful health care and making direct payments through private, voluntary agreements.
