Submits to Missouri voters on November 2014 (or special election) a constitutional amendment limiting the governor's expenditure authority and revenue projections.

Prohibits the governor from including projected revenues from proposed legislation that has not been enacted into law when determining estimated available revenues for the budget.

Creates a budget council consisting of the lieutenant governor, secretary of state, state treasurer, state auditor, attorney general, and one appointee each from the senate and house budget committees with power to veto the governor's expenditure reductions.

Requires all state revenues not specifically directed to particular accounts under general law to be immediately deposited in the general fund, preventing the governor from diverting funds through administratively created accounts.

Maintains the governor's ability to control the rate of appropriation expenditures and reduce spending when actual revenues fall below estimates, but only with approval from the budget council majority.
