Submits to Missouri voters at the 2014 general election a constitutional amendment modifying gubernatorial appointment procedures.

Requires the governor to appoint heads of all executive departments with Senate advice and consent, and allows the governor to appoint temporary acting department heads as prescribed by law.

Grants the lieutenant governor authority to make appointments to administrative boards and commissions if the governor fails to select a person within 90 days of a vacancy, subject to Senate advice and consent.

Prevents the lieutenant governor from casting tie-breaking votes in the Senate on matters related to appointments of administrative board and commission members.

Permits appointees to assume office immediately upon appointment if the Senate is not in session, but requires Senate confirmation within 30 days of the next session convening.
